Bien, como se hace en muchísimos ámbitos cuando se quiere hacer lo 
contrario de lo que dicta la norma bastaría asegurar que para que haya 
un déficit que salvar habrá que subirlo temporalmente al porcentaje que 
convenga.
Basta querer.
